About NG-CDF Board
Established under the National Government Constituencies Development Fund Act, 2015 to oversee equitable socio-economic development and poverty alleviation across all 290 constituencies in Kenya.
The Evolution of the Fund
Over two decades ago, precisely in 2003, a unique development concept was born in Kenya through the enactment of the Constituencies Development Fund (CDF) Act 2003, initiated through a private members Bill by Hon. Sen (Eng.) Muriuki Karue, then Member of Parliament for Ol Kalou Constituency.
Prior to 2004, most development programmes in Kenya were conducted within the District Focus for Rural Development (DFRD) Strategy framework, characterized by limited citizen involvement, predominantly government-controlled coordination, and overburdening wananchi with self-help Harambee contributions.
Over two decades, the Fund has transformed the Kenyan grassroots landscape, evolving through major constitutional, legislative, and institutional milestones to become the premier vehicle for grassroots education, security, digital inclusion, and climate resilience across 290 constituencies.

Legislative & Operational Milestones
Enactment of CDF Act, 2003
Initiated through a private members Bill by Hon. Sen (Eng.) Muriuki Karue, MP for Ol Kalou. Provided that at least 2.5% of all ordinary government revenue collected in every financial year be paid into the Fund and disbursed to constituencies.
Constituencies Fund Committee (CFC) Review
The Parliamentary Committee oversighting the Fund conducted a nationwide review, proposing structured systems for handling public complaints in project planning and defining allocation authorities.
CDF (Amendment) Act, 2007
Established the National CDF Board as a state corporate body, introduced statutory ceiling caps on administrative expenditures (6%) and emergency reserves (5%), and mandated citizen involvement in project identification through locational barazas.
CDF Act, 2013
Enacted to align the Fund with the 2010 Constitution of Kenya, devolution, and the Public Finance Management (PFM) Act 2012. Constituencies were expanded to 290 single-member parliamentary electoral units.
National Government CDF Act, 2015 (Act No. 30)
Following High Court determinations, the Fund was renamed to National Government Constituencies Development Fund (NG-CDF). Strictly confined fund operations to national government constitutional functions under the Fourth Schedule: primary, secondary, and tertiary education infrastructure, national security facilities, and educational bursaries.
NG-CDF Regulations 2016 & Performance Contracts
The Board gazetted the NG-CDF Regulations 2016 and placed all 290 Constituency Committees on annual Performance Contracts to tie implementation to pre-negotiated targets, entrenching continuous improvement and audit excellence.
NG-CDF (Amendment) Act, 2023
Expanded the Fund's statutory mandate to finance the construction and equipping of Digital ICT Hubs across all 290 constituencies (supporting youth online employment via Jitume Labs) and dedicated statutory funding for Climate Change & Environmental Conservation (5%) through school greening and tree nurseries.
